The aggregated business impact of one or more Results, measured against an Objective.

Measures the effect of work against the Objective it served.

Attributes

`measured_at`	datetime	When the Outcome was measured.
`measurement_window`	string	The period the measurement covers.
`time_to_value`	string	How long it took for the impact to appear.
`risk_profile_change`	text	How the risk picture changed as a result.

Every entity also has an id and a type, and may carry label, description, and the provenance facet: version, created_at, created_by, revision_of.
